Where are you or your phone?
Usable knowledge is you got a phone in your stolen car, or have a cellular phone connected toy your laptop. The GPS system is a lot more accurate, but you need special GPS receiving equipment.
If you can take out the Cell ID of your phone and use it on your laptop/palm/windows CE machine you have a cheap location based service.
I’m undergoing work to start collecting GSM Cell ID Locations in Denmark, this should be a job of dimensions, because the number of cells for each operator is huge.
The locations of the masts are given by this page:

Next step is to locate what masts have what Cell ID’s – any comment on this is welcome.
I’m thinking of setting up a database, where you can plot in the Cell ID and the operator and location of the Cell. The phone companies are not very helpful :(
